Deferred to a Consul per active user rights restriction. — Chrs (talk) 21:37, 21 June 2022 (UTC)
Done Please ensure you follow our policies, especially TestWiki:Testing policy and TestWiki:Main policy, reverting every test administrative action in the reverse order performed. As a best practice, test blocks should be done on User:Example or yourself. Dmehus (talk) 08:23, 22 June 2022 (UTC)
Supplementary comment: to note my comments here, which clarifies that the first criterion of the user restriction is no longer applicable as Chrs may or may not have seen that. In any case, please ensure that you adhere to the other provisions, with a particular emphasis on any bold changes to non-test pages, page moves, etc. Your restriction doesn't preclude such changes entirely, but rather I would just like to see you gain the consent of at least one other trusted user (two would be better) before making such changes.  Done Please continue to make sure you are following all policies and know that bureaucrat is, ultimately, a more senior, trusted testing permission. Ultimately, Consuls are the de facto non-test administrators on TestWiki and they, together with the community at TestWiki:Community portal, guide this wiki. If granting permissions, please try and link to the diff page of the given user's request when granting rights, and only grant rights upon request. — Chrs (talk) 14:24, 23 June 2022 (UTC)

Defer to a Consul for discussion and consensus. BrandonWM (talk - contribs) 23:16, 23 June 2022 (UTC)
Personally I would like bureaucrats to be able to continue to handle this. I'm glad that BrandonWM is back but would prefer they spend more time as a sysop just in case. Naleksuh (talk) 02:26, 24 June 2022 (UTC)
Also, it looks like the request rationale is for testing bureaucrat permissions. There is generally not a need to test bureaucrat permissions, as all bureaucrats can do is add and remove user groups and edit protected pages, both of which sysops can do. There's not usually a need to request bureaucrat permissions for testing unless there is something very specific going on, and is usually more for tasks such as RFP or blocks at a lower level than consuls. Naleksuh (talk) 02:43, 24 June 2022 (UTC)
No issues from me in crats handling as a normal request. Looks like we have to ask all consuls though. RhinosF1 (talk) 06:02, 24 June 2022 (UTC)
@BrandonWM: Having looked at your past editing records on miraheze, I feel glad that you come back with a positive change of your behaviours. However, I would like to see more contributions and let it go for more time before requesting for bureaucrat here, since your recent edits are mostly asking for unblock. Also, can you state what permissions do you want to test out specifically? Thanks. --Matttest (talk) 08:43, 24 June 2022 (UTC)
Oppose this user is still under fairly heavy sanctions on other wikis, as well as heavy sanctions on projects heavily related to Miraheze. Zppix (Meta | talk to me) 17:54, 24 June 2022 (UTC)
Strong oppose: Still has sanctions on other wikis. Cigaryno (talk) 13:20, 27 June 2022 (UTC)
Not done per above. It is appears there is clear opposition to granting bureaucrat at this time. I also didn't like the user requesting self-deferring their request (that's supposed to be done by a bureaucrat, and definitely not by the user requesting) and also striking out other user's comments even though there's no precedent for that, or any type of vote. Most importantly, a consul has said above that there is no issue with bureaucrats processing the request. Accordingly, as a bureaucrat I mark this as Not done. • Status:  Request Withdrawn by BrandonWM
  • User: BrandonWM ( talk · contribs · deleted · logs · rights · CentralAuth )
  • Requested group/permission: Bureaucrat
  • Reason for requesting: I’d like bureaucrat on Public Test Wiki in order to be able to grant other users’ rights requests and execute more bureaucrat actions on the wiki. I have been an admin for 2 weeks now.

BrandonWM (talk - contribs) 14:31, 7 July 2022 (UTC)

Deferred to a consul for review. AlPaD (talk) 07:15, 8 July 2022 (UTC)
I'll ping the other consuls to give opinion. I have no issue with crats handling though. RhinosF1 (talk) 07:37, 8 July 2022 (UTC)
I am concerned about this user’s understanding of this wiki’s purpose and it’s understanding of the policies. Some of the reasons are listed below:
  1. He blocks users because he/she is inserting nonsense to pages: [1], [2]
  2. Recently he deleted a template because it is not used officially by PTW, which is against our commitment to let users to “experiment with administrator and bureaucrat permissions, templates, extensions, and other features provided by the MediaWiki software”.
Crossed out per BrandonWM’s reply below. -Matttest (talk) 07:56, 9 July 2022 (UTC)
For#1, it is problematic for 3 reasons: (i) serious blocks should be placed by consuls, not admins; (ii) the block is not appropriate since TestWiki have no issues users testing and adding nonsense to pages, as long as it doesn’t violates the policies; (iii) the duration of block is set to 3 months and even prohibit them from editing their own talk page as of only 1 edit, with no warnings (even if it is a problem).
As such, I will Oppose be neutral on this request. If a satisfactory reply is given later on, I may consider to change this, but as of now I failed to see his understanding of the purposes and policies of PTW. That’s the sole purpose I am opposing this request. Matttest (talk) 03:29, 9 July 2022 (UTC)
Changed per BrandonWM’s reply below. -Matttest (talk) 07:56, 9 July 2022 (UTC)
To respond to Matttest’s concerns outlined in the above comment, here is my response:
1. I blocked the IP address as it was inserting nonsense into pages, which the abuse filter blocks very commonly for. I followed the abuse filter blocks to the letter, 3 months, etc.
2. I deleted the template as I’ve recently seen countless templates being deleted because they were unused and unnecessary. Indeed, I conversed with consuls and bureaucrats on IRC, and they expressed support for the deletion of unused and unnecessary templates. I believe that action was justified, and while I will not revert your log actions as to not create an edit war, I still believe the template should be deleted as we don’t permit nonsense pages or templates.
I am well versed in the policies of Public Test Wiki, and I act in a manner according to other users’ actions as theirs have been accepted. I will not do what another bureaucrat has not already done without conversing with multiple consuls. I personally feel that I’ve acted in a manner that most other bureaucrats would. The block was likely wrong, yes, but if you check the deletion log you’ll see a long long list of template deletions.
Thank you for your time,

Strong oppose I echo the same vote I had last time this was requested. Zppix (Meta | talk to me) 18:32, 9 July 2022 (UTC)
Zppix Thought it prudent to note for the record that I am not under heavy sanctions on Miraheze wikis, there are minor restrictions here and there. As such your previous statement is now factually incorrect. BrandonWM (talk - contribs) 19:16, 9 July 2022 (UTC)
I am literally one of the people on the team that imposed them. Zppix (Meta | talk to me) 19:45, 9 July 2022 (UTC)
Except, Zppix, most of those “severe” restrictions have been removed as I have shown growth and competency. But somehow you refuse to see that. BrandonWM (talk - contribs) 19:51, 9 July 2022 (UTC)
Okay...this conversation is definitely starting to remind me of the problems that happened in late 2020 and I am getting concerned. Firstly, why did you re-request bureaucrat a week and a half after the previous request was declined? I also noticed that you changed the request rationale, but am concerned this is only because you were told the previous one wouldn't work. Are you looking to request bureaucrat permissions on test wiki just to become one, or to hat collect? Naleksuh (talk) 20:02, 9 July 2022 (UTC)
First off, the two reasons you stated for me becoming a bureaucrat are the same. Second, I’m re-requesting 10 days after, as users generally get bureaucrat 1 day after requesting admin, not 14. BrandonWM (talk - contribs) 20:06, 9 July 2022 (UTC)
Alright, let me quote some sanctions placed on you within other Miraheze Wikis, for this example fossbots:
  • Access to use bots provided by us is now allowed in full.
  • The block from the wiki is removed.
  • Phabricator & GitHub access will not be allowed until the user has spent at least 60 days demonstrating they are following the conditions and have learnt from the past.
  • This will be subject to a 0 strike policy.
(End quote from appeal email from FOSSBots LTD)
I consider a 0 strike policy on a wiki and on a otherwise heavily affiliated project to be fairly serious, so I reiterate, once again my reason for opposing. Thanks. Zppix (Meta | talk to me) 01:21, 10 July 2022 (UTC)
Right, Zppix. Now that our wiki farm is back up I’ll note a few things. 1) FOSSBOTS may be a service Miraheze employs, but in no way are sanctions on either connected. FOSSBOTS is not operated by Miraheze. Second, access to bots is allowed in full, with GitHub and Phabricator allowed in 2 months. That’s a pretty basic restriction, and the 0 strike policy is simple. They are not “serious” or “severe” restrictions. I also re-iterate that FOSSBOTS is not owned nor operated by Miraheze Limited in any capacity. Miraheze employs FOSSBOTS’ services, that’s all. BrandonWM (talk - contribs) 02:07, 10 July 2022 (UTC)
I think that's enough back-and-forth. While it is true that Fossbots's standing with Miraheze is questionable at best (one of the reasons they were no longer allowed to call themselves Miraheze Bots), and I would not regard a block on a wiki where the user had no local edits as damaging a user's reputation, there appears to be controversy regarding this request. It also does seem to be rather straightforward after the previous one, and some possible misuse of sysop tools has been pointed out. I would encourage BrandonWM to remain a sysop here and be relatively problem-free, not focusing on hat collecting or back and forths. While a consul has confirmed that there is no issue with bureaucrats processing the request, I closed the last one so will hold off unless no one else does. Naleksuh (talk) 03:07, 10 July 2022 (UTC)
Please cite your source to your claim that weren’t allowed to call ourself Miraheze Bots. We changed names purely because our scope expanded, and because concerns were raised, HOWEVER, we were never once told we had to change our name. Zppix (Meta | talk to me) 03:13, 10 July 2022 (UTC)
All I implied was that 1) FOSSBOTS’ wiki is hosted by Miraheze and considering you are indeed sanctioned there, my claim is factual, 2) Affliated in the sense that it’s history is very much intertwined within Miraheze as well, not to mention 99% of FOSSBOTs contains former or current Miraheze sysadmins, or other advanced right holders. Zppix (Meta | talk to me) 03:12, 10 July 2022 (UTC)
Not sure which comment you were replying to. I don't recall saying that. I recall you saying that BrandonWM was not suitable for bureaucrat permissions and I agreed with that assessment. My statement is that I believe blocks on wikis where there are no local edits hold zero water, due to the nature of anyone being able to block anyone at any time (i.e. mh:dev:Special:Block/Zppix). I'm not sure whether you are confused about my position on the request, or just turning from an opportunity to antagonize BrandonWM into both of us. Naleksuh (talk) 03:32, 10 July 2022 (UTC)

1otheraaa, that's a no to interface-admin per the newness of your account, this strange edit, and no valid reason for requesting the permission. As to sysop, unless you can sufficiently explain this edit and/or provide a confirmation edit to an account elsewhere on another wiki platform (i.e., Wikimedia) or a pre-existing Miraheze account, I'm inclined to say no as well, at least until I get a better sense of your edits here. Ok, i'll wait until tomorrow. - Farmer Cars (talk) 13:35, 26 December 2022 (UTC)
This is your second time requesting the bureaucrat permission and your second time being denied, solely because of TestWiki policy. The first time, it was because you didn’t have the sysop permission. The second time, it’s because you haven’t been an admin for a day. I would recommend you take some time to familiarize yourself with TestWiki policies before requesting the crat bit again.
In addition, all you say when requesting the permission is “to test bureaucrat features.” Bureaucrats don’t have that many more permissions than sysops. Could you please elaborate on your rationale for requesting the bit? BrandonWM (talk - contribs) 08:50, 27 December 2022 (UTC)
