::I'm just in aware of this by checking the RC feed. BrandonWM had previously created a template ([https://publictestwiki.com/wiki/Special:Log?type=create&user=BrandonWM&page=Template%3AWithdrawn&wpdate=&tagfilter=&wpfilters%5B%5D=newusers logs]) and have thus from their interpretation, breached the editing restrictions stated above. :::This was done as BrandonWM already has consul editing restrictions which are stated above and can be found [https://publictestwiki.com/w/index.php?diff=32172#Revised_TestWiki_editing_restriction here], which clearly permit "any administrator" to "reimpose either a sitewide or partial block for any length of time". I have restored sysop rights and BrandonWM's userpage.
