:::::: It was blocked for long term abuse, not blocked solely for being a proxy and nothing else, meaning that unblocking for the proxy being closed is not okay. I would be willing to re-grant ''administrator'' in two weeks per rope as long as it is used properly this time, but would avoid granting ''bureaucrat'' for a while.
