You're welcome to [[w:Special:CreateAccount|create an account]] on English Wikipedia, editing within their established norms and policies, and then reapply for <code>[[TestWiki:Administrators|sysop]]</code> rights once you've established that account with no issues and are able to provide a confirmation edit.
