Firstly, why did you re-request bureaucrat a week and a half after the previous request was declined? I also noticed that you changed the request rationale, but am concerned this is only because you were told the previous one wouldn't work. Second, I’m re-requesting 10 days after, as users generally get bureaucrat 1 day after requesting admin, not 14.
