The first time, it was because you didn’t have the sysop permission. The second time, it’s because you haven’t been an admin for a day. I would recommend you take some time to familiarize yourself with TestWiki policies before requesting the crat bit again.
:::In addition, all you say when requesting the permission is “to test bureaucrat features.” Bureaucrats don’t have that many more permissions than sysops.
