:@[[User:Rafdo|Rafdo]], as @[[User:Naleksuh|Naleksuh]] said above, you don't need sysop tools to have a sandbox that doesn't clear. You can use your [{{fullurl:Special:Mypage/sandbox|action=edit&preload=Template:User_sandbox/preload}} {{int:sandboxlink-portlet-label}}] by clicking the link.
