This user is part of MediaWiki software and controlled by AbuseFilter Extension. It's not a human. It will block users indefinitely when someone triggered abuse filters which enable blocking.

It can always perform blocks even it was blocked or its administrator right was revoked.
If you revoke its administrator right, it will regain the right automatically when blocking a user.
