Administrators and bureaucrats on TestWiki are still (mostly) testing permissions, but nonetheless would allow you to mark pages for translation and protect pages. As long as you understand [[TestWiki:Testing policy]] and [[TestWiki:Policies]], you should be fine. Also, regarding your [[Special:Permalink/36464\|request]], I've protected it at <code>[[TestWiki:Bureaucrats\|bureaucrat]]</code>, but if it's an AWB configuration page, let me know if you'd prefer <code>[[~~TestWikis~~TestWiki:Consuls\|consul]]</code> protection.
