I've looked into this a bit further, and it looks like this was just a problem with the captcha not loading for you. In cases like this, any user can [[Special:CreateAccount\|create an account]] for you, with the temporary password sent to your provided e-mail address. The account will exist locally ''only'' on this wiki until such as time as the requesting user logs in, at which point it'll become a Miraheze global account.
