I was called in to settle a wheel war regarding a block on [[Special:Contributions/67.161.127.217|67.161.127.217]]. As this wiki's name states, it is a wiki for testing. We've had users who edit anonymously to test. While it is preferred that they login and request sysop, it is not a requirement. [[User:BrandonWM|BrandonWM]] once blocked an IP user who they thought was spamming but was actually testing and subsequently, he was strupped of his bureaucrat and administrator rights and had an indefinite sanction on user rights placed on him. I trust that is not needed in this case but I implore that you exercise discretion and judgement before issuing a block. It is rather blunt to punish a user for testing. Next time, if an anonymous user creates one or two pages which seem like they may be tested on, it is best to let them be for a few hours before deleting the page and recommending that they login and request rights in the deletion reason.
