[[TestWiki:Consuls|Consuls]] can ''remove'' the <code>bureaucrat</code> bit, though you ''could'' also log in to [[User:Shakil4578|Shakil4578]], if you preferred, and then remove the bit from that user's own account. You can see which groups you can add and remove at [[Special:ListGroupRights#bureaucrat|this special page]]. Additionally, likewise, only [[meta:Stewards|Stewards]] can remove the <code>consul</code> bit on TestWiki and the <code>bureaucrat</code> bit on other wikis. Hope that helps.
