Dusti's was just inline HTML, and you can transclude templates if your html is too long.. Also, why would it be [[MediaWiki:Wikia.css]] ? Last time I checked we don't have a skin called Wikia. You should put it on [[MediaWiki:Common.css]] if you want it to apply to all users (which I wouldn't usually recommend...
