'''Consul''' is a non-testing permission. Consuls have the right to remove bureaucrats (bureaucrat's can only assign). You can request being consul on the community portal, where you will get chosen per consensus (not like administrator or bureaucrat). A consul can be demoted only by a steward and a steward will only demote a consul if : it is requested at [[TestWiki:Community portal]] or if the user has done any other local vandalism or cross-wiki.
