On some wikis, the translation administrator is a separate user group; on TestWiki, since anyone can request administrator is such an easy user group to obtain, you should have full access to the translation system. Let me know if you have any questions. Special:PagePreparation is used to prepare any page for translation, then Special:PageTranslation is used to mark a page for translation. Generally, removing a page from the translation system, if it's already been translated, is discouraged, and the usual practice is to delete the translated subpages (handled by FuzzyBot, which runs on the Miraheze jobrunner server with (usually) only a modest delay).
