@Naleksuh: Yeah, I didn't doubt that that wasn't the case, and see no harm in leaving that title at bureaucrat creation protection (and not just because anything about administrator creation protection is useless in the current MediaWiki software code). But, seeing as it has been changed back to consul creation protection, too, I see that as a good idea as well. I will add myself to that Phabricator ticket, unless you've already added me...in which case, thank you.
