A likely LTA questioning their soft block on Meta. When questioned, they have not been able to refute my suspicions.

I'm not an LTA, I'm just adding some info on your page you created, and I tried to move it to a project page, but I got blocked for "vandalism". Can I get unblocked?

In addition, I feel it is better to soft block your IP address on Public Test Wiki as well, unless you can satisfy me why you are not a likely long-term abuse (adding a ToU-banned user to Missing Mirahezians on Meta as your first contribution is not helpful for your case). As I say, you are welcome to login with an existing account.
