Hi again {{ping|Synoman Barris}}...I've re-added the bits, as you requested, and realized I may have misread your question. What idea did you have in mind locally for TestWiki in terms of a system? I think we generally do pretty well with the global administration of the [[meta:No open proxies policy|no open proxies policy]], whether bot- or human-initiated blocking of open web proxy IP addresses, so am not sure what more we need to do locally, but would be curious to know what you had in mind that we could do locally. Regarding <code>torunblocked</code>, though, interestingly, in your absence, that user right was previously included to ''all'' [[TestWiki:Users|registered, logged in users]]. Following a successful community proposal at [[TestWiki:Community portal]], though, that is now restricted to either (a) [[TestWiki:Bureaucrats|bureaucrats]] (or above) and (b) trusted [[TestWiki:Tor users|Tor users]], which granted by either bureaucrats or consuls. I'm still working on finalizing some suggested guidelines for granting, but I'm thinking we may want to require a confirmation edit on a Wikimedia wiki user account in good standing in existence for at least six months. What do you think?
