Hi @Synoman Barris:, welcome back, and I see that you have made the WikiJunior Books wiki, which sounds interesting. no open proxies is indeed a global policy that applies to all wikis, and we have a proxy bot that automatically blocks open proxies upon discovery. Stewards and Global Sysops also routinely block them on discovery. As well, we also have the TorBlock extension that blocks Tor exit nodes. That being said, if you have trusted users who wish to login and use either Tor for privacy reasons or other state-imposed limitations, then you can either whitelist, locally, certain globally blocked IP addresses, or create a local ipblock-exempt and/or torunblocked user group. If they are trusted Mirahezians, they can also request a global IP block exemption. Anyway, that's probably a somewhat longer answer to your question, some of which you may not have needed, but hope that clarifies.
