Interface administrators are users (typically administrators) who can edit the interface (pages in MediaWiki namespace). Any bureaucrat or consul can assign this user right to any trusted user (usually an administrator), including themselves, and the right can be revoked for misuse or where the user overestimates their level of competence and makes repeated errors in this area.
