Blocking of globally locked user accounts
While I appreciate your good-faith monitoring of Public Test Wiki with your block of Taichi, you'll note that the account was already globally locked by a Miraheze steward. So, the practical effect of that block is null. That is, it's really not necessary. It doesn't really hurt anything, either, and that's why I'm not going to undo it or anything, but generally speaking, if the user is already globally locked, you don't need to block it going forward. Where the local block is helpful is where there is imminent or current and present disruption occurring on this wiki, so then you would block the user locally and notify a steward on IRC or Discord.
If you're unsure if an account is globally locked, you can check Special:CentralAuth on any Miraheze wiki, and then enter their username.

Changing existing blocks
Hi again Rock,
I noticed again in Special:Log/block, you've made two changes to existing blocks (diff #1; diff #2). Generally speaking, you should not be changing around existing blocks, especially consul and CheckUser blocks. If you think a block should be changed, it really is best to consult a consul, and, of course, be prepared to substantiate a reason why.
