::::All it is is that if your user language is set to es for example, when you go to create a new page, you will see whatever is on MediaWiki:Newarticletext/es unless /es subpage doesn't exist in which case it would default to the English version. Ideally, it would be nice to have ''all'' interface translations done through '''translatewiki.net''', including custom page messages for specific wikis as a subpage of <code>wikiname</code>, I think. I personally don't love the idea of having some language subpages in '''MediaWiki:''' namespace and having the [[mw:Extension:Translate|Translate]] extension controlling the translation subpages outside of that namespace.
