Anton The reason is because only Consuls could edit other users' CSS/JS files, so in talking to Naleksuh, HeartsDo, and Reception123, we determined the best course of action would be to recreate the interface-admin user group. We could've left the sitewide CSS/JS user rights in bureaucrat, I suppose, but did seem a bit redundant. Note, though, that one does not need interface-admin to edit interface messages, as any sysop can do this as it only requires the editinterface user right. Please do be careful with adding too many unnecessary system messages, though, or to making potentially controversial changes, as RhinosF1 said above.
