User blocking

Hey. Why have you gone to block users on the Public Test Wiki who have no edits at all on any of the Miraheze wikis? Like this one, he has no edits and the reason for blocking is "spambot". How do you know he's a spambot? Note that in the case of test blocks, remove the blocks now.
