Supplementary comment: to note my comments here, which clarifies that the first criterion of the user restriction is no longer applicable as Chrs may or may not have seen that. In any case, please ensure that you adhere to the other provisions, with a particular emphasis on any bold changes to non-test pages, page moves, etc. Your restriction doesn't preclude such changes entirely, but rather I would just like to see you gain the consent of at least one other trusted user (two would be better) before making such changes. Also, it looks like the request rationale is for testing bureaucrat permissions. There is generally not a need to test bureaucrat permissions, as all bureaucrats can do is add and remove user groups and edit protected pages, both of which sysops can do. There's not usually a need to request bureaucrat permissions for testing unless there is something very specific going on, and is usually more for tasks such as RFP or blocks at a lower level than consuls. Not done per above. It is appears there is clear opposition to granting bureaucrat at this time. I also didn't like the user requesting self-deferring their request (that's supposed to be done by a bureaucrat, and definitely not by the user requesting) and also striking out other user's comments even though there's no precedent for that, or any type of vote. Most importantly, a consul has said above that there is no issue with bureaucrats processing the request. Accordingly, as a bureaucrat I mark this as Not done. I am concerned about this user’s understanding of this wiki’s purpose and it’s understanding of the policies. Some of the reasons are listed below:
  1. He blocks users because he/she is inserting nonsense to pages: [1], [2]
  2. Recently he deleted a template because it is not used officially by PTW, which is against our commitment to let users to “experiment with administrator and bureaucrat permissions, templates, extensions, and other features provided by the MediaWiki software”.

For#1, it is problematic for 3 reasons: (i) serious blocks should be placed by consuls, not admins; (ii) the block is not appropriate since TestWiki have no issues users testing and adding nonsense to pages, as long as it doesn’t violates the policies; (iii) the duration of block is set to 3 months and even prohibit them from editing their own talk page as of only 1 edit, with no warnings (even if it is a problem).
As such, I will Oppose be neutral on this request. If a satisfactory reply is given later on, I may consider to change this, but as of now I failed to see his understanding of the purposes and policies of PTW. To respond to Matttest’s concerns outlined in the above comment, here is my response:
1. I blocked the IP address as it was inserting nonsense into pages, which the abuse filter blocks very commonly for. I followed the abuse filter blocks to the letter, 3 months, etc.
2. I deleted the template as I’ve recently seen countless templates being deleted because they were unused and unnecessary. Indeed, I conversed with consuls and bureaucrats on IRC, and they expressed support for the deletion of unused and unnecessary templates. I believe that action was justified, and while I will not revert your log actions as to not create an edit war, I still believe the template should be deleted as we don’t permit nonsense pages or templates.
I am well versed in the policies of Public Test Wiki, and I act in a manner according to other users’ actions as theirs have been accepted. I will not do what another bureaucrat has not already done without conversing with multiple consuls. I personally feel that I’ve acted in a manner that most other bureaucrats would. The block was likely wrong, yes, but if you check the deletion log you’ll see a long long list of template deletions.

Okay...this conversation is definitely starting to remind me of the problems that happened in late 2020 and I am getting concerned. Firstly, why did you re-request bureaucrat a week and a half after the previous request was declined? I also noticed that you changed the request rationale, but am concerned this is only because you were told the previous one wouldn't work.   • Access to use bots provided by us is now allowed in full.
  • The block from the wiki is removed.
  • Phabricator & GitHub access will not be allowed until the user has spent at least 60 days demonstrating they are following the conditions and have learnt from the past.
  • This will be subject to a 0 strike policy.

Right, Zppix. Now that our wiki farm is back up I’ll note a few things. 1) FOSSBOTS may be a service Miraheze employs, but in no way are sanctions on either connected. FOSSBOTS is not operated by Miraheze. Second, access to bots is allowed in full, with GitHub and Phabricator allowed in 2 months. That’s a pretty basic restriction, and the 0 strike policy is simple. They are not “serious” or “severe” restrictions. I also re-iterate that FOSSBOTS is not owned nor operated by Miraheze Limited in any capacity. Miraheze employs FOSSBOTS’ services, that’s all. I think that's enough back-and-forth. While it is true that Fossbots's standing with Miraheze is questionable at best (one of the reasons they were no longer allowed to call themselves Miraheze Bots), and I would not regard a block on a wiki where the user had no local edits as damaging a user's reputation, there appears to be controversy regarding this request. It also does seem to be rather straightforward after the previous one, and some possible misuse of sysop tools has been pointed out. I would encourage BrandonWM to remain a sysop here and be relatively problem-free, not focusing on hat collecting or back and forths. Some of the changes you have mad were useful but I would like to avoid granting bureaucrat now as it has not been that long and I have had to revert a lot of the changes (for example, protecting a MediaWiki page at sysop level even though non-sysops can't edit it anyway). I would discourage requesting these rights in the immediate future not because you haven't filled a time bar, but because you have a fair few bits to work out in really understanding and applying TestWiki's scope. Frankly you seem quite new to the interface, and needing to be reviewed extensively because of this is not encouraging for bureaucrat nor is it something that resolves itself in just a week. Be more established perhaps, work out the quirks before considering the role. Two days doesn't really cut established/active and having a wiki is not pertinent. I should also note that even with crat you should not be closing central community discussions as evidently happened just a little while ago: that is the purview of a Consul. This is a multilingual project and while I think the MediaWiki translate system is hard to use, it's not like translations are only for "serious" purposes- they exist because 87% of the world does not speak English. @Naleksuh: They were deleted after conversation with another user on Miraheze Spaces and agreed that they were unnecessary. Most of my deletions were templates, categories, and user pages (neither of which should be translated). Additionally, TestWiki is meant for testing admin/bureaucrat permissions. There isn't supposed to be much bureaucracy on or around this wiki, and so translating stuff that isn't for a testing purpose is unnecessary. The RfP header for example, also doesn't need to be translated because no one is navigating to the header itself, they're navigating to this page. Hope that answers the question.
